This time of year often inspires resolutions, but life happens and many of these fade within weeks as daily routines reclaim our focus. Organizations can fall into the same pattern. After setting visionary objectives, they can be easily distracted by the tyranny of the mundane. With this in mind, I first want to share how ESDA’s executive leadership plans to actively live out the mission and vision we established two years ago. Secondly, I want to discuss some of the challenges that face us both as ESD professionals and as a global society and how we can engage that future positively. In the coming year, I will continue monthly meetings with ESDA’s executive team. One key initiative is to evaluate how each business unit’s activities align with our mission and vision. We will examine each business unit and ask tough questions about how well they embody our shared vision. This will also be a time to brainstorm about how the business unit can adjust their focus to align with the mission statement. These will not be abstract ideals but actionable objectives with measurable outcomes. Changing the culture of an organization needs to begin with accountability at the highest levels. Warm regards, Nate Nate Peachey President of EOS/ESD Association Inc. Looking ahead, as technologists we are facing a considerable array of challenges. Of these, it is hard to define one that is not, in some manner, related to AI and machine learning (LM) systems. The ESD challenge related to 3D heterogeneous integration is but one example. Developing a high-volume, high yield 3-dimensional bonding process for connecting large, advanced technology chiplets with 10’s of thousands of reduced pitch bonds, none of which will have explicit ESD protection circuits will present challenges for ESD control that the industry has not faced before. Beyond the concern of the reduced ESD control levels needed to enable high volume production, there are concerns about measurement techniques needed to physically quantify the ESD withstand voltages of the µbumps or hybrid bonds. At this time, these do not exist. Additionally, there are challenges with developing physical verification tools that are powerful enough to do verification across numerous chiplets built in very different process technologies. Currently, the ESDA is working to develop a standard test method to reliably measure very low CDM levels. We have also published an updated technical report (ESD TR18.0-01-25) that describes methods of implementing EDA checks for ESD in multiple chiplet systems. And how does all of this connect with who the ESDA is? It connects though our commitment to building a better, more reliable ecosystem. This is why we continue to do what we do. We accomplish this by networking and collaborating across the industry and internationally. We developed test methods to characterize the ESD risk. We develop certifications to train engineers in assessment of the ESD control capabilities of factories. We release technical reports to help particularly the smaller companies with limited experience with the information needed to design and build their own processes and products. In the year ahead, we will continue to do what we do because ultimately, we want to build a better, more reliable future.

Across our community, we see growing complexity in EOS/ESD challenges—driven by advanced technologies, faster product cycles, and increasingly global teams. At the same time, expectations are rising for measurable results, well-documented processes, and professionals who can bridge deep technical knowledge with effective communication and leadership. These realities reinforce why our mission matters now more than ever. Over the past year, we have focused on elevating how we support our members and stakeholders. This includes advancing practical, standards-based ESD control programs; expanding high-value education and training that resonates with both engineers and decision-makers; and strengthening the organizational foundations that allow us to operate with consistency, credibility, and long-term vision. Whether through technical guidance, professional development, or collaborative forums, our goal remains the same: to enable excellence in both the theory and practice of EOS/ESD mitigation. As we look ahead, our vision is clear: to be recognized not only as a technical authority, but as a trusted partner in solving real-world problems. This means continuing to align our standards, education, and outreach with the realities faced on production floors, in R&D and ATE labs, and across supply chains. It also means ensuring that the value of EOS/ESD control is understood beyond the technical community—by leadership teams, program managers, and those responsible for strategic decisions and investments. Equally important is how we work together as a community. We are placing renewed emphasis on thoughtful governance, leadership continuity, and meaningful volunteer engagement—ensuring that expertise is not only welcomed, but effectively supported. By aligning technical depth with strong processes and clear direction, we create an environment where innovation, accountability, and trust can thrive. Our intent is to build an organization that can sustain momentum, adapt to change, and execute on long-term priorities without losing sight of its core purpose.

34 Technical Question(s) Have a question to ask? Send an email to: info.eosesda@esda.org (Be as descriptive as possible.) 218 W. Court St., Rome, NY 13440 + 315-339-6937 Email: info.eosesda@esda.org Web Site: https://www.esda.org/ THRESHOLD™ JAN/FEB 2026 Thank you for the question. This topic comes up often, so I’m glad you reached out for clarification. In ANSI/ESD S20.20-2021 Section 8.3.1 (and the related guidance in TR20.20), there are two different types of measurements in play, and they are not interchangeable. Most of the confusion comes from mixing voltage measurements with field strength measurements, or from assuming the limits scale linearly with distance, which they do not. Understanding the <125 V vs. <2,000 V Requirements When the insulator is less than 1 inch from the ESDS item The standard requires the reading to be: Less than 125 volts absolute, measured directly. This is a voltage measurement, not a field-strength measurement. If a field meter is used, the probe is placed exactly 1 inch away and the reading is interpreted as voltage. A non-contact voltmeter would also read the value directly in volts. Because the coupling between the insulator and the device is strongest at very close distances, this limit is intentionally strict. When the insulator is 1–12 inches from the ESDS item The standard requires the reading to be: Less than 2,000 volts absolute, measured directly The measurement is the same as the previous measurement with the limit of the insulator to be less than 2000 volts. To be clear: The standard never instructs users to divide 2,000 volts by distance as that does not matter when measuring insulators directly. The commonly repeated “167 V/inch” interpretation (2,000 ÷ 12) is not correct and does not appear anywhere in the standard. Field meters measure when used for this requirement measures the voltage of the insulator but at the stipulated distance of the meter. Each measurement is of the insulator directly and then where that insulator can be located. The proper interpretation is to measure the insulator at the distance stipulated by the meter, in this case 1 in away. Then after the voltage is measured, determine if there is a threat based on distance. For example, an insulator is measured (for a meter that the result is in v/in) at an inch away is 750 volts. Then if the insulator is within 1 in of the ESDS item, it is a threat. If the insulator is more than an inch away, it is not a threat as the requirement from 1 in to 12 in is less than 2000 volts. The second method is the measurement of the electric field at the location of the ESDS item. This measurement must be less than 5000 v/meter or 125 v/in. This can only be done with a field meter as a non-contact voltmeter does not measure fields. This measurement is useful when insulators cannot be identified and takes into account any field suppression that may happen from grounded metal. Either method is acceptable. Since you mentioned that the “167 V” interpretation came from conference presentations, it would be helpful to know which events or sessions those were. We can work with the presenters to make sure the intent of the standard is being communicated accurately. The response given is a service to industry; the ESDA is not responsible for content. The users of this information need to determine the suitability
