Section 6.2.1.2 - Grounding / Bonding Systems Guidance Removed
Section 6.2.2.2 - Personnel Grounding Guidance Removed
Section 6.2.3.2 - Protected Areas Guidance Removed
Section 6.2.4.2 - Packaging Guidance Removed
Section 6.2.7.2 - Handling Procedure Guidance Removed

2. The limits in the 20.20 standard were changed from recommended in the 1999 version to required limits in the 2007 version. The limits themselves did not change at all. See samples below.
A sample from Table 2 in the 1999 version
Implementing Process or Method Recommended Range

Work Surface < 1 X 10e9 ohm

  < 200 Volts
Wrist Strap Cord 0.8 X 10e6 to
  1.2 X 10e6  ohm
Footwear < 1 X 10e9 ohm
Flooring < 1 X 10e9 ohm

Flooring < 1 x 10e9 ohms

3. The reference to TR53 was added to the 2007 version of S20.20.

1999
Did not have a reference to the TR53 document.

Footwear Section
ESD TR53 Flooring Section < 1.0 x 10e9 ohms
ESD TR53 Footwear Section < 1.0 x 10e9 ohms

4. The reference to humidity controls has been eliminated in the 2007 version of S20.20.

5. The requirement of product qualification was added to the 2007 version of S20.20. This requires that items brought into a compliance process be tested to ESD Association standards to ensure that products will perform as intended.
1999
There was no product qualification requirement.
